as far as i know im the furthest out of the people so far and iv just finished in cianwood so itl be an hour or 2 before im at clair so bair with me and ill get it as soon as possible

You teaming up with Silver? That's like Mario teaming up with Bowser. It makes no sense, Silver's character would rather die alone than team up with the likes of you, what is this nonsense? Sorry to all those who like it, but the Rival is not a tag-teamer ... he believes in being harsh and mean to his Pokemon ... not skipping along to team up with his rival. He's not the Blonde-haired rival in D/P/Pt, he's SILVER for god's sake, SILVER NOOOOO !!! I'LL MISS YOU SILVER !!

Doubtful; you have to beat Silver in all of the places you're able to find him.

Meaning, Mt. Moon, after the Power Plant fiasco in Kanto, meaning, this fight is near the very end of the game. :V
