3rd Gen Help! I cant fish!

Hello I play pokemon emerald and I'm trying to catch a horsea in route 132 and im using the super rod. I cant seem to catch anything. It says "a bite" but every single time it gets away. I truest the good rod and same thing. However on the old rid I can catch just fine but they are all magikarps which I don't want.

Fishing is difficult in RSE, I'm sorry to say. According to Serebii, there's someone in Pacifidlog Town who will trade their male Horsea (nicknamed SEASOR) for your Bagon. Bagon is hard to find (it's only in one section of Meteor Falls), but fishing is more difficult in RSE IMO.

I need the rain badge to get up the waterfall but i cant beat that kingdra. What should I counter it with? I have swampert as my starter lvl 51 and he cannot do it, while my lvl 39 vilplume lvl 40 swellow and 43 larion are all 1 shot by Jungfrau.

I'm not a fan of RSE's fishing mechanics either, as it requires quick reflexes, something I don't have. A few X-Attacks might help Swampert take on Juan's team using Earthquake.
