First, Defeat Pokemon Leuge.Then, get S.S Ticket from your dad (Norman).Go on the S.S. Sail and go down stairs.Leftovers is in the top left trash can.

Oh, I wouldn't say that. When I got my Deoxys in FR, I gave it Leftovers to hold because its defense was poor, and it was a way of restoring HP. That deoxys is now the highest level pokemon in that game, and I didn't have to use a lot of revives on it in the process.
Sure, it doesn't give a great increase of HP, but when the pokemon is battling, little and often generally does better than having to stop and restore HP in the middle of the fight.
I know I didn't think much of Leftovers at first, but I've changed my mind. Give it a fair chance, please :P

you can also get it from a zigzagoon picking it up, I once got a king's rock like that

No, you can't get Leftovers by the help of the Pick up ability. Just check this page, and you'll see that you can't get it that way. Though you can get king's rock, that doesn't have to mean that you get everything else, too...
