3rd Gen !!Help Urgently!!

    I have just beaten the Elite 4, but prof. Oak just won't give me my national dex, the the 2 rocket at the Mt ember just wouldn't fight me and wouldn't open up another cave.Where should i go now, in gamefaq's guide,it says "talk to the guy at the pc for a new cave to open"-which pc?
     
    This is in the FAQ, and has been answered several times in Simple Questions.

    You need 60 Pokemon to get the National Dex and you need the National Dex to get by those guards.
