Well since no one answered the question...
The wireless adapter comes with the game and you can use it to trade with with Ruby/Sapphire/Colluseum/FR/LG after you beat the E4 and after you get Celio's computer working. You can also turn on the Mystery Gift and get tickets from Nintendo events or from the Pokemon Center in NY.

you can't use the wireless adapter to trade with colosseum/ruby/sapphire... you can only just trade and battle or use the union room with the wireless adapter among FR and LG *ONLY*. It is also used for the Nintendo Events mystery gift (for example getting aurora ticket to catch Deoxys)

and what do you mean by saying "unlock the wireless adaptor"?.
you dont unlock it. you can use it after you have at least 2 pokemon.

That's right. I meant you could trade with them after fixing the computer.
