Um.. could you perhaps rephrase your question? I'm not entirely sure what you're asking.
(The only reference I could think of was trading/battling between the two versions so um here goes: )
To trade or battle between the two versions, you go to the 2nd floor of the Pokemon Center in both games. But, for trading: in Fire Red, you need to have completed the Ruby/Sapphire task on the Sevii Islands helping Celio fix the computer to allow trading as well as have the National Dex. The only criteria in Emerald is getting the National Dex.
