In Pokemon Emerald, I've found the submersible underwater and resurfaced, but how do I get the guy to move out of the way of the Seafloor Cavern?

Well, go to Moosdeep city and beat Team Magma in the Space Station.
After you beat Maxie there and Team magma disbands, the guy protecting the entrance will disappear.

I play Sapphire, and Aqua does all the bad stuffs.
