On emulators: See How to play ROM hacks. Lists several options for emulation, including one for iPhone. Suggests asking for help in Patching and Emulation help thread if you run into problems.

On ROMs: Cannot link or tell you where to find and download ROMs, unfortunately. Goes against forum rules due to their questionable legality. Potentially causes issues for the forum as a whole. (Received takedown orders from Nintendo in the past over certain ROMhacks. Is not just a distant possibility.) Errs on the side of caution. Locks this thread on those grounds.
