Where you can find the cards depends on what country you are in. You may have to import them from other countries by buying online through a site like eBay depending on where you live.

There is an online version of the game, but the quickest way to get cards requires buying booster packs with the codes cards in them from a country that has the code card cards inside the booster packs. I'm pretty sure it's primarily just English speaking countries like the United States that have the code cards in the booster packs. You'll still need to buy booster packs of the physical TCG in order to get booster code cards to add to your collection quickly. You do get free digital boosters every 5 days if you log in every single day, but that probably won't add to your collection quickly enough.

If you're in the United States of America, you can find the booster packs in stores like Target, Wal-Mart, KMart, Shopko, Rite Aid, and other stores like the one's I've named.
