I think Ho-oh's In-Game theme is more energetic than Lugia's. I do like both themes though.

To reach Lugia, you need HM's, as well as the Silver Wing. To reach Ho-Oh, you just need the Rainbow Wing.
Besides, when I was a kid, I could never figure out where to find Lugia, whereas I did manage to find Ho-Oh. And I had Pokemon Silver.

they both suck to work with art wise x.x
lugia is so basic in design its hard not to go overboard
