4th Gen how did this happen?

    i was battling Hitsugaya Toushiro's infernape.. with my starmie.. and naturally starmie was faster (caps on 50) so i started to play arrogant and just used recover instead of finishing him off (there was also a sandstorm).. all of a sudden his ifernape got faster (no item like dire hit) and could attack first and kicked my starmie down.. how did that happen? does recover slower your pokemon? does being out in a sandstorm make your pokemon slower?
     
    Well, it's quite possible the speed stat of your Starmie was close to the speed stat of his Infernape, so who went first was essentially decided by luck. Other than that, I have no clue.
     
    Hm, that Starmie also has max EV on speed.. and the infernape was a starter.. it has nothing to do with recover or the sandstorm?

    ah, of course i also ment quick claw when i said dire hit.. but he wasn't using any item he told me.. what means 'buffeted' anyway?

    It may be that they had the same speed, so you went first then it was the infernape's turn.

    How long was the battle? The Infernape could have used an attack with speed priority when he attacked you. Or if the battle was short, maybe it could have been using attacks with low priority all the time.
     
    like many have already said, your speeds must've been very close if not exactly the same. starmie's base speed is a little faster, but there is a possibility that your starmie's nature is not beneficial to its speed but his infernape does have a nature beneficial to its own speed.
