By playing it on their computer.
RPG Maker Games are played on the computer, just like other computer games.

Short answer no it not possable
Long answer useing devkitarm you could try port ruby and your game. but i would not recommend it

You can't make it a rom, but i'm pretty sure RPG Maker games are compatible with android's or somthing
