4th Gen How does one catch Psyduck?

In the Oreburgh Gate, does he come at a certain time of day only? Certain pokemonin group/level/amount there of?

Now that I think about it (I might be wrong XD), there might be places places to catch Psyduck via walking around, but as far as I know the earliest point you can catch Psyduck is in the basement of Oreburgh Gate after acquiring Rock Smash.

You can find Psyduck in the Basement Floor 1 of Oreburgh Gate and you can walk or surf to run into one.
But if you surf in Eterna City they are far more common =D
