[Question] How I will Crate a Game Title?

Hi everyone, I am with problem in creating a Game title on Photoshop CC 2018, and I want to create a Game title for my fan game, that is called Pokémon Blizzard Crystal ( This isn't Pokémon Crystal Remake ),
The Story of the game is about Suicune, But on this story have participation of Entei and Raikou, that they will help Suicune...
But I don't know Where and How I will create a game title or Game Logo like this:

[This game has fakemons, regional variants, legandary fakes, three of them can be fusioned, that they are very dangerous for the region, Fairy Type and Sound Type,etc]

Oh an gba rom hack............ maybe this tutorial and try to make an replica of this title screen or similar to it......(note the size of your title screen is only 240x160)so maybe it is hard to do it
