You have to find and return the Machine Part to the Power Plant on Route 9. The Machine Part is in the water inside Cerulean's Gym.

Additionally, you need to then get a Magnet Train Pass which involves you talking to a girl in Saffron City known as the Copycat Girl and completing a mini mission/quest thing. :)
