[Discussion] How would you do this Split Evolution?

I've begun making a Pokemon with a spilt evolution based off a video I discovered. It starts off as a bird caught in a net which I have as a Water-Steel for now. If you give it an item it will be able to break out and gain the Flying type as a replacement for one of them. If you don't it will stay encaged and become a Water-Ghost type. Do you think anything needs changed? What would you do about it? Is there a type you would change? What about the abilities you would give these Pokemon?
