[Legends: Arceus] I can't earn second star rank despite having enough points

I am still First Star Member in the game with one star despite the fact I have 4680 research points.
The game says I need 0 pts to next rank but I am not getting it.
Is this a bug or am I missing something?

Have you reported back to the commander at the base?

Yes, you need to report your findings to Cyllene. She levels you up and gives you access to the next set of Pokéballs.
