who is better?
one is S.attack focused, one is Attack focused
note- the S attack one have 5 more speed IVs

In Gen I, Psychic-Type moves are considered Special Moves, so the one with bigger Special stat should be better.

most.likely, given mewtwo is a.psychic and they revolve around special

Yeah, Psychic-Type moves are still considered as Special in Emerald, so the one with Special Attack should be better. But if we're talking about the Gen III, you could also take Natures into account. Modest or Timid Natures are the best for Special Attacker Mewtwo.
