I made a bet to beat this guy with this deck:

    4 bill
    4 bills portal
    4 pokeballs
    4 masterballs
    4 energy removal
    4 super energi removal
    4 energy retrieval
    4 superpotions
    4 potions
    4 moomoos milk
    1 oaks ark

    1 zaptos
    3 magnamite
    2 magneton
    1 elekid

    Unknown number:
    electabuzz
    evee
    jolteon
    pikatchu
    raichu

    Rules:
    I can't use ground
Only season 1 (but since he uses an elekid, i'm allowed to use one season 2 pokemon aswell, What pokemon is best?)

Is there someone who can come up with a strong or sort of anti deck to beat it? please tell me what cards to use and how to play it.

Run 2 or 3 Electabuzz, iirc it wasn't bad for a 1st series card. Raichu is a bit of a gamble, maybe use 2 Zapdos instead. Make sure you don't run too many Bills or you'l burn your deck up too quickly.

i'm supposed to BEAT this deck

You missed the problem :P i don't need advice on this deck. i need advice on how to BEAT IT! please come up with a good deck!

You need to beat this deck? I'd suggest getting Fighting-type Pokémon such as Hitmonlee as this person has a lot of Lightning Pokémon. Also, some Fire types would help, depending on if the Magnemite is Metal. If it's Metal, get a Fire-type. If it's Lightning, get Fighting-types.

If possible, use the Jungle Mr. Mime (PokePower prevents more than 20 damage being dealt to Mr. Mime) , the Base Set Alakazam (PokePower moves damage around to the following big guys), base set Chansey (high HP)/Jungle Snorlax (high HP), and Fossil Slowbro (PokePower allows damage to be moved to Slowbro, and the idea is to use a Super Potion on Slowbro to minimize the Energy lost). Possibly even throw in a Jungle Lickitung (more high HP). The cards in this may be hard to find, though.

Both first series Zapdos and Fossil Zapdos run a -30 resistance to fighting, Hitmonlee would be useless against them.

The opponets deck has a number of cards that can not attack or retreat with little energy.

    Fossil set Gengar

use cures to pick off weak Pokemon or indure strong cards

    Power plus

do extra dammage when most needed

    Gust of wind

pull out a strong pokemon that can't attack to pick it off

    Energy removal/ super energy removal

take energy off the strong pokemon to trap them, unable to attack/ retreat

No wonder you're having such a hard time against that deck. 8 of the cards in that deck were considered too powerful, banned and replaced with different versions of them (I'm talking about the energy removal cards). Anyone would have a tough time against cards that really aren't "legal" anymore.

Do the rules allow you to play Machamp from the Stormfront release? His "Take Out" move automatically KO's the defending pokémon if it's a non-evolved pokémon, and it only costs 1 fighting energy to play. It's a nice "kiss my a*s" to his electric pokemon with fighting resistance. I'd wait til his Zapdos is out, then withdraw whatever pokemon is fighting Zapdos, throw out your Machoke, evolve him into Machamp and blow his Zapdos to pieces (throw in an energy card if you need to). You'd be able to fell his Zapdos in one turn without needing to reveal your Machamp, so he wouldn't really be able to plan for it.

That move will also fell at least half of his other pokémon, from the looks of it.
