That's the rules, and the link was right there on the navbar (the bar that says User CP, FAQ, Rules, Members List, Calendar, Oekaki, etc). It's not hard to miss.

NO! No more help for you, if you want to get anywhere in life then you need to learn to do things on your own. And if you're not smart enough to find your way around one single forum (the ROM Hacking forum) and it's Sub-Forums then you'll be needing lots and lots help on both PC and IRL. Stop asking bunch of worthless questions and look around the forum.
