Insta freeze?

This is by design since freeze is by far the best status in the game.

If you don't have a fire move / Scald there's nothing you can do to thaw except wait and pray you're lucky enough to proc the 20% chance while you're a sitting duck.

Essentially forcing a Pokemon out of the battle is a huge deal, specially now that TPC actually is trying to monetize an eSports scene.

For comparison's sake, let's take a look at Sleep and its consequences

- Smeargle consistently has consistently shown up way above its weight class (and I'm talking big boys[/s] here like Ubers and AG) partly due to Spore access and partly due to other utility
- Breloom also has consistently been OU or close enough partly due to Spore access
- Spore was nerfed in Gen VI and while we don't know if it was the reason specifically, it's the only move in the list that has any semblance of being unbalanced
- Dark Void was nerfed in Gen VII to the point of being nearly useless
- There are a bunch of moves and abilities that directly or indirectly prevent sleep from happening

Now consider freeze, which hits harder and has less ways to prevent it from happening.

If we did have that move, we'd probably end up in a meta where it dominates and that's not fun.

Even if we only consider single player, this would likely either become a major obstacle if an enemy has it where it boils down to "Can you outspeed and OHKO" or dumb luck, or it wouldn't show up at all and just be a nuisance for multiplayer.
 
So what you just werent allowed ice moves?

IIRC, official Gen I competitive was usually done in Pokemon Stadium, which knew not to freeze two Pokémon in the same team at the same time.

And of course, Smogon RBY and the *U formats are usually done on a simulator that has that clause (usually alongside Sleep Clause) in.
