Those DNS servers have the info about where you can connect to a computer. If your ISP's DNS can't find a site, it'll ask those for 'em. But if they're down, then no IP Address forwarding, hence, you cannot connect to other computers.
As a1337a said, to bring those powerfull machines down would be nearly impossible... that is unless you go to it and start throwing rocks at it... that might just work.
