What Zeffy said, sort of. We seem to have adopted an opinion in PGen that the pokémon world doesn't work like our real world. 10 year olds can travel the world and earn money, fighting most often doesn't happen human to human so having pokémon is a good enough security against evil people, all pokémon are friendly at heart and can therefore bond with pure hearted kids if everything goes right.
So from this standpoint, I'd say a 5 year old could probably befriend a Ho-oh or something if the conditions around the situation were right. But that's mostly the way. I'm not sure an old legendary pokémon would allow a human kid to defeat them with their own pokémon team and then capture it unless there was something very special about that kid that the legendary sensed.
Because we all know there are stuff like prophecies and pure hearted kids in the pokémon world :>
