So this is an picture of ho oh in the Kanto region and he was supposed to be #250 in the dex but it looks like he is #6 or #10 in the dex but why did he no appear in pokemon quest? Yeah ho oh was released in 1999 or 2000 but why did he appear in Kanto.this is an fandom article from Google and it says that ho oh is an generation 2 in pokemon and was the mascot of pokemon gold but in pokemon red he does not appear? I also found another article on Bulbapedia.

Released Pokemon Red/Green in Japan on February 27, 1996. Revealed Ho-Oh (and Gold/Silver) in Korokoro Magazine in August 1996. Aired the first anime episode (which shows off Ho-Oh) in Japan over a year after the release of the games on April 1, 1997. Presumably showed off Ho-Oh in Kanto in the anime to hint at more to come. Was not the only time the anime did this either. (Well, technically an animated movie.) Saw Marill, Snubbull, and Donphan before they appeared in a game.
