The answer is no. Your computer in not an sms, so it cannot use sms software (unless you strip your computer bare to the level of an sms.) Sms software would use different machine-code to work on sn sms, not a computer (possibly with an x86 processor.) Emulators are here for this purpose. They emulate the sms's processor and hardware so that machine-language for sms works with a pc.
We're allowed to talk about emulation since obviously it goes on, but we can't provide or link to illegal ROMs. If they're original freeware ROMs then we can provide those, I believe.
You need an emulator to *play* a ROM. That's the point. The ROM is just a datafile. The emulator is what decodes the data to run the game. So yes, you need an emulator, and no, you can't play a ROM without an emulator. o_O
