    I personally don't make a team until after the E4 usually.
     
    I would seriously level up the non-quilava pokemon. A common mistake is to level up only a few pokemon and have a team of:

    lvl 11
    lvl 14
    lvl 10
    lvl 35

    I did that xDDDD
    But, I beat the game with pretty much only allowing my Typhlosion to fight.
    Even against water types 8D
    He kicked their butts.
     
    Anything can win in game =/

    Anyways, if you just want to beat the game as fast as possible, only train your starter (I've never done it before, but I've heard it works great). If you would rather have a well balanced team, you should not have too many overlapping types. Also, just because you want a team of six doesn't mean you have to catch them all as fast as possible. Most pokes at the beginning of the game aren't very good anyways.
     
    Yes, this is my Typhlosion for almost all my pkmn g/s/c:

    Flamethrower, Thunderpunch, Earthquake, and Iron Tail/Choice Move. I might have iron tail on him, cuz i luv iron tail, but i forgot the last move.

    Now, back on topic, i think your pkmn in general are underleveled, cuz i usually have this:

    Starter: 16-18
    Mareep - Flaffy (if golding): 13-15
    Random Bird Pokemon: 14-16
    Poliwag: 13-15 (on crystal cuz i love their swirlies)

    I'd drop either the hoothoot or the spearow, your pick (both are capable fliers, i might use hoothoot as my "psychic" pokemon [dream eater plus pp ups], or the spearow as a general sweeper.) The ledyba could possibly be an HM slave, and personally, i dont use normal pokemon, apart from kangaskahn, miltank, and blissey.
     
    ALWAYS keep your team into the same level range, unless you are just trying to level up some PoKeMoN fast with EXP Share. What moves do your PoKeMoN even have?
     
    True. Well, I like training my Pokemon and do it often, so my Quilava is level 20 and I just beat Falkner. 0.o My Onix and Geodude are level 14 and 16, so i really keep them in the range. Here a suggestion:
    train your pokemon a lot at the beggining of the game, so they ace through the game with the problem. That what happened when I had a level 100 Swampert facing the Elite Four in Pokemon Ruby.
     
    Yes it is. As long as you have a fire type like Quilava you should be fine.
