Considering the difficulty in which to obtain the move and the fact it is the signiture move of the pokemon mascot I was expecting it to be better. Like making it an attack first move or buffing the damade to 150 or reducing the recoil. What aer your thoughts?

I wouldn't consider Volt Tackle as underpowered because it has high BP (120). But I do think that it could've been a Heart Scale move for Raichu as well.

while i do agree it is quite powerful the power trade off for the difficulty gaining the move is unequal(you have to catch a pikachu holding an item with a 5% chance then breed it with one holding said item) i just wish it had some perks to make it more worth while.

I would make it easier to obtain rather than making the move better.

Like have it obtainable from a move tutor of something along those lines.

    Agreed.

You want an underpowered move? Vine Whip.
You want an overpowered move? Extrasensory.

I don't think its underpowered, I think its right, since It's the Pikachu line, it isn't that strong to start off with, its also a variant of double edge. I do agree that the method to obtain it should be easier though.

Hmmm it's not really underpowered, but it's not as good of a move as it should be (recoil), for going through the trouble to get it. Pikachu/Raichu aren't really that strong anyway, they are just average, so I guess it's an okay attack.

Also, the fact that Pikachu is the Pokémon mascot has nothing to do with how it serves in the game, imo. Heck they could have made Pikachu a legendary if you look at it that way. The anime and the game are not linked in that matter.
