No it isn't, it's what you use for people who are the same age as you, or that your on a friendly level with, chan is only for smaller kids, and people you're really close to, it's more cutesy, so it's more comonly used between girls.

I was though chan meant little O.o because Greg usaully calls me Kimi-Chan because I act like a kid sometimes....I think...well I actaully think its because I'm little. At least compared to him I'm not really sure.
