It depends on your current amount of rep.
I think it goes Your Reputation / 30 = rep power / 2 = bad rep power.
Or something like that.

Ya, it all depends on the amount of rep you have. The higher your rep, the higher you power to good rep/bad rep someone. Your good-rep power is basically your rep divided by 30.
With bad-rep power, it's divided by a much higher amount -most likely over 50

It's different for each member. It depends on your rep, your join date and your post count.
And bad rep is half of your rep power. Like if you have rep power of 100 then when you give bad rep then it will take off 50.
