Yeah, I definitely have to agree with you on that; Blue was tougher. When I had first faced him, I was taken down pretty quickly. My personal favorite, though, would have to Lance due to all his involvement within the game's story. :]
 
Definitely Blue for me. I didn't like the Pokemon League in Gen 2 in general, because it's really easy to beat. The Gen 1 League was much harder.
 
While I much preferred Lance's involvement in the storyline since he wasn't a jerk like Blue, his 3 Dragonite just aren't that impressive for a League Champion. That, and he's more of a Flying type Champion than Dragon type, when you actually look at his team.

As far as Blue goes though, he at least has a diverse team to face once you get through the Elite Four, and it's much more satisfying to beat up on your rival to become Champion than a guy who helped you along the way.
 
Blue in so much harder than Lance because you can wipe out Lance with any Ice Punch user with high enough Special Attack.

(Right now in my Nuzlocke, I am prepping for the E4 and I have 3 Ice Punchers. :D)
 
Lance might be a b*da*s and a dragon master, but Blue is my favorite Champ, not only between these two, but in general.
What i loved about RBY was the fact that your Rival was really pushing your buttons and laughing at you every step of the way. When you finally beat Lance and his Dragonite, you then find out there is a last hurdle between you and being the Champ: Your freaking Rival!!

It might have been the fact that i was a little kid, but to me, no other Champ Battle can match this kind of epicness
