2nd Gen Lavender town questions

I have 2 questions about Lavender town

1.What does that girl mean about "that white hand on your shoulder is not real", is she talking about Red's white shoulder on his uniform or is there really a ghostly hand?
2.So i heard of seeing the ghost pokemon using the glitch so i did it, but one of the ghosts was Cubone! Which mean one of the following:

-The Cubones are distugesed as ghosts by Cubone's mother
-They're actually ghosts!
-It's a glitch

1.Well the white hand thing is just a joke and they made It a bigger one in pokemon origins where when the girl says the same thing to red it is actually there

2. Yes that is true but both cubones and ghosts a disguised as ghost so maybie it is a glitch but at the same time not a glitch because it is not game breaking

Most likely because Lavender Town is the most haunted place in Kanto and seeing ghosts around that town isn't really something out of the ordinary and the girl wanted to show you? xD
