6th Gen level 25 fraxure

    Let me preface this thread with saying that I havent played or watch pokemon since yellow. Now I know somethings change inbetween but can anyone explain how a level 25 fraxure is possible? I was doing battle with one of the trainers at battle chateau and they used this pokemon. Don't they evolve at starting level 38?
     
    It's just randomized NPCs to battle, it's happened a lot in Pokémon when specific trainers have had underlevelled illegitamte Pokémon. *Cough* Lance.

    Since this isn't really a discussion topic, I'm going to lock this thread.
