4th Gen level 4 staravia?

Something really weird happened in my game.So here's what happened i migrated some weak pokemon from my game pokemon emerald so i decied to go to lake verity for some training.I beat bidoof after bidoof and starly after starly.But soon i encountered something strange.It was a staravia level 4.not knowing what happened I caught it.I looked at my pokedex and in the area section it said you can't catch staravia in lake verity.I caught a normal lv.4 starly to see if there are any differences.They have nearly the same stats except for staravia's move quick attack.It looks like any normal staravia and nows moves growl,tackle,and quick attack except I thought you couldn't catch staravia in lake verity and that it evolvs at level 15.Does anyone have an explanation for this strange encounter?

That is true, I also have a lvl 4 Bibarel caught at Lake Verity. I had a Staravia but i think i traded it.

The pokedex says you can't catch bibarel there either.I wish a had an explanation for why this happens.

When you plug-in a GBA game in the Dual slot, Staravia does transfer to Lake Verity. Meaning that you can catch it there. I believe it doesn't show up in the
"Area" section in the in-game Pokedex. I used a Pokedex Book that I got from my friend.

The pokedex says you can't catch bibarel there either.I wish a had an explanation for why this happens.

If you read Serebii's Pokedex on Bibarel it will say there IS a 7% of seeing one Lv.4
