[General] LF Frisk Pokemon that can learn Thief!

Hello everyone!
I'm looking for a pokemon with Frisk that can learn thief. I'm on X and only have 4 badges, so I'm limited (I believe) to finding a HA Yanma in swarms. Unfortunately, I believe Gothita is limited to Y.

I was wondering if anyone can help me out with this predicament. I need to farm horseas for a Dragon Scale for my Seadra.

Any help would be greatly appreciated, thank you!
