The only thing that's more or less considered Pixel Art would be the sprite. Nothing more, everything else on it is more or less an MS Paint drawing with some text on. It's barely Pixel Art related.
Next time, if you are to make a thread showcasing a piece of Pixel Art, make sure the whole of it IS Pixel Art.
