Unless you are doing dynamic content, use SSI. There is no reason to use PHP; mod_php will spew out no-cache headers and your site will use more bandwidth for no reason. Unless you have a legit use for PHP don't use it, there is no reason to use it only for including files.

Just being PHP is reason enough to use it :3

I can't stand SSI~ PHP is so much more flexible and moldable you purposes.

However, you use PHP to include the CuteNews, and the server won't php include on shtml pages. =/


Edit: So I'm trying to categorize the categories. @_@

I want to do the tabs like on Smogon - have 5 or 6 "main" ones, and then split them from there.

No flash, I hate flash layouts, they're not compatible with all, and are fugly.

I can -design- the layout, or you could ask someone from Graphics to do it. I possibly can code it too, but it will take a while because I am not used to coding tabs.
