    Alright Eh heh heh. Here is where things are get a bit shaky for me. I have always been somewhat partial to basically full on sweeper teams, but in light of recent games, and the stiffer competition out there I thought I should give this using Walls thing a try. XD

    Technician gives Bullet punch and Bug Bite boosts and they also get STAB so they are the better choice.U-Turn is for scouting.Oh and bullet punch gets priority.

    EV spread is so it's geared more towards sp.def than defense since milotic can't really take physical attack well.68 sp.attack so you can put a dent in something.Everything else looks good.
    Blissey

    252 HP EVs, 252 def EVs,4 sp attack evs
    Moveset
    Toxic/Thunder Wave
    Seismic Toss
    Softboiled
    Aromatherapy
    Ability Natural Cure
    Item Leftovers
    Blissey prefers def EVs since sp.def EVs don't really help blissey since it's sp.def stat is already huge.Toxic is there to hurt and cripples other walls.You CAN run t-wave but toxic is preferred.Seismic Toss for constant damage.Aromatherapy is so soundproof pokemon still get their status gone.

    What ? Shed Shell is far from useless, Magnezone used pwn, pretty much so Skarm needs it always.

    Lucario wants Vacuum Wave over Psychic. Psychic has awful coverage unstabbed whilst Vacuum Wave really helps as it picks off foe Lucario, DDTar and many other frail sweepers thanks to its priority.

    Scizor wants a SD set, Choice Scarf Scizor is rather pathetic and weak. Swords Dance/Bug Bite/Bullet Punch/Brick Break or SuperPower. 4 HP / 252 Atk / 252 Spe is effective w/ Adamant. Technician totally outclasses Swarm.

    Id probably get a ghost over Weavile to block Rapid Spin since you're using Spikes. Dusknoir, Spiritomb and Rotom-A (shoddy) all work. Dusknoir might be best though as it beats Gyarados, something you're weak to.

    This thing as a Rest Talker may not be a bad idea since you lack Stealth Rock, then you wont need Aroma to deal with status and can slap it on Bliss. So Calm 252 HP / 200 Def / 56 Sp.Def Rest/Sleep Talk/Surf/Toxic or Ice Beam. Though imo Suicune is better as a Rest Talker so look into that.

    Skarmory wants either Taunt or Brave Bird > Aerial Ace and Whirlwind > Roar. Sure its rare but Baton Passers with sound proof screw Roar. Also honestly i find Special Defensive Taunt Skarm a whole lot more useful in gen 4 as it stops tanks and walls totally and can set up on more with the Sp.Def evs.

    Blisseys EV spread is ewww. Wants Calm 252 Def / 176 Sp.D and then 80 Special Attack with Flamethrower or Ice Beam, id say S-Toss but you are rather Gengar weak actually so Flamethrower/Ice Beam is useful to hit that. It also needs the Sp.Def and Def evs, HP EV's dont really benefit it at all. Max Def lets it take physical hits as good as a Max HP Scizor whilst the special Defense evs let it not lose to Flash Fire Boosted LO Fire Blast from Heatran and LO Focus Blast from Gengar, both beat Bold Bliss aka bad. Stealth Rock over Aroma now you have a Rest Talker.
