the mossdeep guy is for the e- reader (i think),the number of launchs is for how many weaks you have the game, i think so.

That is to do with E-card battle, For more info, go to SPP

Basically, when you scan a Battle E-card, it'll send the trainer on the card to his house for you to do battle with. It's a link style battle, no items, 3-on-3. Unless you swipe an E-card, you can't get back there.
