Lowest E4 Level?

    My current team is:

    Lv. 42 Blastoise; Surf, Water Pulse, Protect, Rain Dance
    Lv. 42 Rapidash; Ember (plan on replacing with Flamethrower), Stomp, Agility, Fire Blast
    Lv. 42 Golem; Strength, Rollout, Magnitude, Rock Tomb
    Lv. 42 Eevee; Secret Power, Shadow Ball, Bite, Baton Pass
    Lv. 42 Victreebell; Cut, Razor Leaf, Sludge Bomb, Stun Spore

    I'm wondering if my team is high enough level to face the E4 & Green for the first time. Also, if I need to change any of my moves. I have access to a Lv. 41 Venusaur if it would be better.
    I am not evolving my Eevee because I want to breed it.
     
    I'd recommend you to train these Pokémon to at least level 50, if you are able. In general, I believe this would make things a lot easier for you when it comes to battling Elite Four (and beyond). You also seem to have no member on sixth slot of your team, and if I were you, I would definitely consider filling that up! Venusaur would be a good choice.

    For your Eevee, I'd suggest you to perhaps remove Baton Pass, if you are able! Baton Pass allows us to transfer any stat-boost we get from one Pokémon to another, but since this one doesn't have any stat-increasing move in its set, it might not be very helpful to you. Instead, I believe it would be better if you were to go with Iron Tail. This is a steel-type attack, which could be very helpful when going up against Lorelei, who tend to utilize ice-type Pokémon.

    Blastoise--it'd likely be best if you were to replace Rain Dance with some other move. Aside from Blastoise itself, not many other Pokémon of your party would be benefiting from rain, so it might not be such a wise choice to be utilizing it. Why not consider going with Brick Break or Skull Bash instead? Haha. Anyway, I hope this helps, and good luck!
     
    Removing eevee would be best if you're not going to evolve it because really it's stats are crap and it gets wrecked pretty easily. I'd suggest getting a dragon, unless you're avoiding it, because then it would be able to learn flying and dragon type moves and then Thunder because that would benefit from rain dance and then you can throw some other move in the 4th slot. And then if you don't want a dragon an electric type in general would be good just as a backup, if you're holding a snorlax in your pc or can get one he's always a great tank and he can learn psychic, but if you can trade an Alakazam is even better. If you added Dragonite, Alakazam or Snorlax to your team it'd be pretty solid. If you just rounded out the team and filled the empty spot then you should only have to be about lvl 45 and have a couple of revives and full restores and you should be able to take out the elite 4 pretty easily.
     
    Everything I would have suggested has basically been said already, except a couple of things:

    - Normally I would suggest removing Eevee, but I've been in that situation before where I wanted to train it, evolve it into Umbreon after I could trade with RSE, and then send it back. So if you're hell-bent on Eevee, that's fine, but you're going to have to do something better with it. Baton Pass should go. I know you want to breed it, but if you breed the Eevee, you'll get another Eevee and that will learn Baton Pass and if you really want to have a level 5 Eevee with BP, then breed the second Eevee you get. Also, you don't HAVE to keep it as an Eevee, you know? You can evolve it. If you breed Jolteon with Ditto, you'll still yield an Eevee. Same with the other evolutions. I think you should evolve it, but again, using Eevee in the E4 is totally possible. I've done it myself and still have ol' Jon to prove it.
    - Blastoise is going to need Ice Beam. You will be crying against Lance if you don't have an Ice move to combat him. He also doesn't need both Surf and Water Pulse. Take Surf over WP and give him something physical like Brick Break. Rain Dance is a bit unnecessary too. This isn't generation V where we rely on the weather.
    - You're going to want that team to be no lower than 50, and even then, that's pushing it. But going in at 42 is asking for a defeat.

    I can tell by looking at your team that you're going to get single handly wrecked by Lorelie. You have 3 type disadvantages against her Pokemon. Victreebel is the only Pokemon you have that's strong against water types but one Ice Beam is game over, Victreebel can't do it alone. I know you don't want to do it but I'd recommend either evolving Eevee into Jolteon and teaching it Thunderbolt giving you a good Pokemon to go against her Dewgong, Slowbro, and other water Pokemon, OR getting an Pikachu and taking the time to level it up. Magneton is also a potential replacement, it has high Sp. Attack. An electric Pokemon will make everything so much easier, it's almost needed for the Elite Four in this game.
    You also need an Ice move. Blastoise learns it so teach Ice Beam to him to help against Lance.

    Depending on what your Venasaurs moves are determines whether or not you should replace it with Victreebel. If it has Poision Powder or Leech Seed it will help alot. But then again, Sludge Bomb is Poison type as well as Victreebel so that's a good STAB.

    I noticed you only have 5 Pokemon so you need to fill that last slot in. Personally, I'd add in an electric Pokemon (as I mentioned before), replace Eevee since he won't be of much help. Eevee will only help a little against Agatha but there's better replacements. A lot of people will probably hate me for this but Persian could be a good replacement for Eevee. It's got a lot higher attack and faster as well. Persian may be normal type but he learns Dark type moves helping you against Agatha. I'm not sure if there's any dark Pokemon in the original 151, but if there is use that.
