Lugia Unseen Forces Error or Super Rare?

Its a lugia from the unseen forces with a white star and is holographic. All the ones ive seen are black star non holo. It looks like the one in the attachment accept it sais ex unseen forcesin the bottom right corner in the frame that lugia is in. I cannot find it anywhere so I want to know whats up with it.

What he's got is a special/reverse foil version of the card, as that's how they did the reverse foils for cards from the later Advance generation card sets. What irks me is that he made this post 8 minutes after posting this same question in the "How Much Is My Card Worth" thread.
