The goal here is to get the screens going with Latias (luring Pursuit users), then attemping a sweep with Empoleon, Lucario, or even Gyarados. Empoleon is possibly the weakest link here, since Agility is not enough to guarantee a full sweep when 100 base speed scarfers like Flygon are roaming everywhere. Besides, Zapdos could potentially become a big problem after Latias is down (which usually happens earlier in the battle).
Jirachi @ Expert Belt
Ability: Serene Grace
EVs: 4 HP/252 Atk/180 Spd/72 SAtk
Naive nature (+Spd, -SDef)
This is a pretty good lead. It can bluff Scarf with Expert Belt, which is pretty nice. The high flinch rate from Iron Head helps it against Smeargle and Mamoswine; Grass Knot catches Hippowdon off guard when they usually SR first turn and then switch as I set up my own SR. Jirachi also makes a nice check vs Lucario.
Latias (F) @ Light Clay
Ability: Levitate
EVs: 248 HP/252 Spd/8 SAtk
Timid nature (+Spd, -Atk)
The core of this team. I forgo Recover because it dies anyway to Pursuit and wastes screen turns. Thunderbolt helps to scare Gyarados and is a nice neutral hit on other steels. On the other hand, Surf helps me against Heatran and the annoying Gliscor. Dragon Pulse doesn't pack enough oomph to KO other dragons without heavy EV investment in SAtk, so maybe I'll try Draco Meteor to compensate for that.
Jolteon (F) @ Life Orb
Ability: Bolt Absorb
EVs: 4 Def/252 Spd/252 SAtk
Timid nature (+Spd, -Atk)
The standard SpecsJolt but with LO instead. I don't like being locked on 1 move, especially on an offensive team that can't afford many switches. HP Ice helps against Gliscor and the dragons. Shadow Ball is for Rotom and Celebi. I needed a pokemon that could threaten Zapdos and Gyarados that aren't extremely fast.
Lucario (M) @ Life Orb
Ability: Inner Focus
EVs: 252 Atk/4 Def/252 Spd
Adamant nature (+Atk, -SAtk)
Standard SD Lucario. Works great with Latias setting up those screens. Adamant because I prefer the more power. SR is extremely crucial for this to work.
Gyarados (F) @ Leftovers
Ability: Intimidate
EVs: 156 HP/72 Atk/96 Def/184 Spd
Adamant nature (+Atk, -SAtk)
Ugh, depsite my loathing to less than 100% accuracy moves, Stone Edge is needed here, to get at other Gyarados who may spell the end for me if Latias is down. Gyarados serves as the 2nd fire/fighting resist and ground immune on my team. Taunt is useful for stopping Baton Pass chains, status and recovery.
Scizor (M) @ Choice Band
Ability: Technician
EVs: 240 HP/252 Atk/16 Spd
Adamant nature (+Atk, -SAtk)
I know it seems kinda out of place, but really, Scizor can fit on pretty much every team, lol. Not once I got to use Superpower, so I might change it to Quick Attack, as I usually run from stuff like Heatran, or just U-turn to avoid Magnezone switch ins instead of blindly firing Superpower.
