Mad or Sad

I can't tell and it's really bugging me. Is milotic's eyes making a sad or mad expression? I have been wondering this for a long time cuz if u look close enough it does both. Don't think im weird i just can't get it off my mind :\

It looks more mad than sad, but I think it's neither. It looks normal to me.

It is sad, i think. I mean look at the pokedex entry the it cannot be mad.I think the things above its eyes gives it a mad look even though it is not.

Yeah I s'pose your right Ice Demon it's sad... It's just it's eyebrows makes it look mad.

It looks neither mad or sad to me, rather it seems more determined or maybe it conveys a calm expression. It is hard to tell from the those small game sprites...
