As you go onto Cherrygrove City you will walk by an old man, go back to that old man and speak to him, he will give you a tour of Cherrygrove City, afterwards, he will give you a Map Card for your Pok?Gear and will go into his house.

If you were not talking about G/S/C, you get the map from the house right of your in Pallet Town from Gary's sister after you get your PokeDex
