4th Gen Missing Prof. Oak??

It says in the item location forum that to get an up-grade, you need to get the national-dex, then go to Oaks house in Eterna. Well, I'v got the national dex, but Oak is no where to be found ANYWHERE in Eterna. Anyone got any help please?
