Missingno's 'sprite' is an effectively random assortment of other game sprites, seemingly of the shoreline tiles on which it is found. This face thing is so obviously coincidental and merely comes out of the fact that as humans we are so keen to recognise faces in anything; it's not even any sort of intentionally created Pokemon as everyone knows already so why assume it to be an easter egg?

Considering it's 10ft tall and that an identical (of appearance) glitch monster called ▄█ 'M ▓▒ is 23ft tall, I've always imagined it as a sort of myserious towering block that shoots lasers or something, much like Ramiel from NGE.
