If TMs exist in the anime (and we just never see them) then Misty's Gyrados learned through that. Gyrados can learn Flamethrower via TM in the games. (Confirmed on Serebii)

Because in game, Starmie and Zigzagoon can learn electric moves. But in either instance, the point is invalid because anime and game don't connect. >_>
I see, but since I don't have any of the games (I don't own a game system and there is no room in the budget for in for the forseeable future,) I'm just going by what was shown in the anime.
