Hmmm... Forgive me if my memory fails.
But I do beleive when you get into Kanto I think it's either every Monday or every Friday (I'd have to play my Silver version again when I get a chance...)
You go to this one section of Mt. Moon (The entrance closest to Cerulean City.There should be some kinda house near by it.) But I think you should see some Clefairy jumping around a rock and fleeing afterwards. I think that rock contains a Moon stone.
