Emerald, i think is the best one to hack.
(personally, second to Crystal, it has a LOT of tools. But this is a GBA poll.)
 
Well, in terms of easyness to hack, they're all pretty much the same for me, but my favourite one to hack is definitely Fire Red, and Emerald comes second.
