3rd Gen Move Tutor for Frenzy Plant, etc. Question...

    If I breed my Venusaur, but I don't get the original one Frenzy Plant, will my new Bulbasaur be able to learn it? Because the moveset I want for the Elite Four 2.0 includes Magical Leaf for my Vensaur... and his best grass attack other than Giga Drain or Solarbeam is Razor Leaf, which isn't that good... well 60 isn't much better than 55, but you know what I mean... (it never misses, too.)
     
    Yes, it's a starter pokemon. So it can learn Frenzy Plant
     
    Bulbasaur cannot learn Frenzy Plant. Only the fully evolved starters (in this game, I mean) can learn the elemental blasts. So, if you breed, the Bulbasaur will likely pop out knowing Razor Leaf. Just take the Venusaur to the elemental blast move tutor in the Sevii Islands.
