The Movie 11 Scans! The Language is Chinese (scanslated, it's not an official translation).

Palkia isn't in the movie. It's just a flashback.

According to the bearded man:

The owner if the reverse world is Giratina. In the fight of Palkia and Dialga (from the previous movie), Giratina's reverse world is polluted. Although the battle did not take place in the reverse world, the reverse world is affected because the the two worlds "cannot be separated". Giratina is angry at Dialga and Palkia for polluting its reverse world. A few days ago, before Ash and co meets the bearded man, Giratina managed to lure Dialga into its reverse world. However, due to the brightness of Shaymin's Seed Flare, Dialga escaped.

It seems that Giratina wants Shaymin for that reason.
